1. SCIENCE

The main activity of the Planning Sector is conducting research to improve the methodology of economic analysis, planning, and forecasting in agriculture, and to substantiate production, resource, and cost-based regulatory and calculation parameters for the effective functioning of agro-industrial complex entities at the industry, regional, and business levels.

 

1.1. Directions of scientific research:

Research on the theoretical and methodological aspects of improving the efficiency of agro-industrial complex through innovation (Task 1.02, 2011–2013);

Research on the theoretical and methodological aspects of sustainable development of agro-industrial complex sectors through innovation (Task 1.16, 2014–2015);

Scientific foundations, factors, and conditions for improving the economic efficiency of crop production, livestock farming, and processing of agricultural raw materials (Task 1.11, 2016–2018);

Formation of a multi-level system of criteria and indicators for the effective functioning of agricultural sectors based on forecasting the development of their production potential (Task 1.23, 2019–2020);

Development of a methodology and mechanisms for managing the long-term sustainability of the national agri-food system of the Republic of Belarus (Task 7.2, 2021–2023);

Development of regulatory models and incentive mechanisms for the effective increase in the volume of large-scale industrial production of agricultural products (Task 7.7, 2024–2025);

Development of a system of scientific recommendations and measures to improve the efficiency of agricultural sectors, taking into account improvements in specialization, location, and structure of production, the introduction of innovations, the development of an agricultural service system, and ensuring the standard return on material and technical resources (Task 1.02, 2011–2013);

Developing a system of scientific recommendations and measures for the sustainable development of agricultural sectors in the context of innovative development and enterprise modernization (Task 1.11, 2014–2015);

Developing a system of scientific recommendations and measures for the sustainable development of agricultural sectors in the context of the formation of a single EAEU market (Task 1.4, 2016–2018);

Developing scientific and practical recommendations for improving the efficiency of food sub-complexes of the agro-industrial complex of the Republic of Belarus (Task 1.10, 2019–2020);

Developing a set of scientific and practical recommendations for effectively ensuring food security and competitiveness of agricultural products based on industry and business planning tools, quality management, and optimization of foreign trade relations (Task 1.13, 2021–2023);

Development of scientifically based recommendations for improving the effectiveness of mechanisms for regulating target parameters for the production and marketing of agricultural products in the Republic of Belarus in the context of competition in Eurasian agrifood markets (Task 1.15, 2024–2026).

1.2. Additional research activities:

Development of methodological recommendations for a comprehensive assessment of the performance and development of an effective system for planning (forecasting) crop production, taking into account the regional and economic differentiation of production and economic potential;

Development of scientific and methodological approaches for the formation of forecast parameters (criteria, indicators, targets) for the development of production and economic potential at the industry, regional, and economic levels;

Research and systematization of theoretical aspects and methodological principles for analyzing and forecasting the development of agricultural production at the present stage;

Development of methodological recommendations and measures to improve the efficiency and competitiveness of crop production by improving the specialization, location, and structure of production facilities;

Development of methodological approaches to substantiate a system of automated monitoring and control of production and economic performance indicators of agricultural organizations at various management levels;

Development of scientific and methodological principles for the formation and assessment of the production potential of agricultural production in the context of innovative development;

Development of methodological recommendations for the formation of balanced forecast parameters (criteria, indicators, targets) for the development of the crop production sector in the medium and long term;

Improvement of the business planning system for agricultural production entities at various management levels, taking into account the differentiation of natural and economic conditions;

Development of a multi-level system of criteria and indicators for assessing the effectiveness of agricultural production placement (national and regional levels) based on scenario modeling;

Study of the methodology and scientific and practical substantiation for the formation of a system of indicators for comparative assessment of the effectiveness of agricultural production on national and regional levels;

study of the methodological foundations for the formation and methodological approaches to substantiating the forecast parameters of balanced programs for the sustainable development of agricultural production of agro-industrial complex entities at the territorial and sectoral levels for the medium and long term;

study and improvement of the scientific and methodological foundations for the intensification, specialization, concentration, and placement of crop production, taking into account regional and economic differentiation.
