Doctrine of national food security until 2030 has been developed (approved by the resolution of the Council of Ministers of the Republic of Belarus dated December 15, 2017, № 962). The doctrine is of key importance in strategic planning, management, monitoring, and control of achieving the established target parameters and results of the development of agricultural production and food markets of the Republic of Belarus. In accordance with the assignment of the Council of Ministers, annual monitoring of national food security is carried out (based on more than 250 scientifically grounded indicators). The monitoring results with proposals on the directions for the development of Agro-Industrial Complex of the country and ensuring the population with food are annually sent to the Council of Ministers of the Republic of Belarus (by July 1). The printed edition with the results of comprehensive monitoring is sent to state management bodies at the republican, sectoral, and regional levels;

a comprehensive scientifically based strategy and effective mechanisms for the sustainable development of the national agro-food complex have been developed, forming the basis for the priorities, tasks, and indicative parameters of the State Program «Agrarian Business» for 2021–2025;

scientific support for the implementation of the Decree of the President of the Republic of Belarus № 70 dated February 25, 2020, «On the development of Agro-Industrial Complex of the Vitebsk region» has been carried out and continues, including: an assessment of the achievement of target program parameters of development is performed, proposals have been developed to improve the efficiency of the functioning of raw material zones and agricultural production, ensuring the effectiveness of management of cooperative-integrative structures, improving productivity, and stimulating agricultural labor. The institute's proposals for strengthening human resources have been implemented in the development of the Concept of personnel policy in the organizations of Agro-Industrial Complex of the Vitebsk region for 2020–2030;

the institute's proposals for the financial recovery of agricultural organizations and their transition to profitable work have been taken into account. Proposals for improving property relations in Agro-Industrial Complex have been used in substantiating the provisions of a number of regulatory legal acts, including the Decrees of the President of the Republic of Belarus dated July 4, 2016, № 253 «On measures for the financial recovery of agricultural organizations», dated October 2, 2018, No. 399 "On the financial recovery of agricultural organizations", the resolution of the Ministry of Economy of the Republic of Belarus and the Ministry of Finance of the Republic of Belarus dated August 7, 2023, № 16/46 «On assessing the degree of risk of bankruptcy». In the development of the resolution of the Council of Ministers of the Republic of Belarus № 679 dated October 7, 2022, the proposed model and criteria for additional financing of peasant (farm) households and other small agribusiness entities regulating the mechanism of providing the specified support were implemented;

comprehensive methodological recommendations for improving the efficiency of product sub-complexes of Agro-Industrial Complex (sugar, dairy, meat, fruit and vegetable, and others) have been developed and implemented in the preparation of sectoral development strategies for Agro-Industrial Complex. The developed directions and measures for forming sustainable raw material zones of the beet-sugar industry and improving the efficiency of the beet-sugar sub-complex of the Republic of Belarus were included as an integral part of the Strategy for the development of the sugar industry for 2021–2025 (approved by the Government). Proposals for expanding exports and promoting Belarusian products in export markets were included as an integral part of the set of measures of the sectoral export strategy of Agro-Industrial Complex of the Republic of Belarus;

a draft of a new edition of the Agreement on Interstate Relations on the Issues of Agro-Industrial Complex of the CIS has been developed (considered at the meeting of the CIS Intergovernmental Council on AIC Issues on November 16, 2023); proposals have been developed for the draft Strategy for Ensuring Collective Food Security of the EAEU member states) and several others.
