Born in the village of Guta, Uzda District, Minsk Region, in 1938. 

In 1969 – graduated from the Belarusian State Agricultural Academy. 

In 1977 – completed postgraduate studies at the Academy of Social Sciences under the Central Committee of the CPSU (Moscow) and defended his PhD thesis on «Management Issues in the Development of Inter-farm Cooperation». 

In 1997 – defended his doctoral dissertation on «The Organizational and Economic Mechanism for the Development of the Vegetable Subsector in the Republic of Belarus». 

In 2000 – awarded the title of Professor in the specialty of «economics». 

In 2003 – elected as a Corresponding Member of the National Academy of Sciences of Belarus. 

Member of the Dissertation Defense Council Д01.48.01 at the Institute of System Researches in the Agro-Industrial Complex of the NAS of Belarus (1999–2023). 

He began his professional career in 1959 after graduating from the Maryina Gorka Agricultural College as a brigade leader in the «Volosovichi» state farm in Lepel District, Vitebsk Region. 

1959–1962 – served in the army. 

From 1962, he held various economic and party positions. He served as an instructor of the Uzda District Committee of the Communist Party of Belarus (CPB), an inspector-organizer, and an agronomist of the Dzerzhinsk Production Cooperative-Soviet Farm Management. 

From 1966 to 1974, he worked in the Pukhovichi District of the Minsk Region: as an instructor of the District Committee of the CPB, a full-time secretary of the Party Committee of the «Drichinsky» state farm, deputy head of the district agriculture administration, and chief state inspector for state procurements. In 1971, he was elected secretary of the Pukhovichi District Committee of the Party. 

1974–1977 – postgraduate student at the Academy of Social Sciences under the Central Committee of the CPSU (Department of the Fundamentals of Scientific Economic Management). 

1977–1990 – worked in the party organs of Belarus. He served as an instructor and inspector of the organizational department of the Central Committee of the Communist Party of Belarus, the first secretary of the Minsk District Committee of the CPB, and the first deputy head of the Department of Agriculture and Food Industry of the Central Committee of the Communist Party of Belarus. 

1990–1999 – Director of the Belarusian Research Institute of Vegetable Production. At the same time (since 1992) – General Director of the Republican Scientific and Production Association «Elitsemovosh». 

In 1999, he was elected Vice President of the Academy of Agricultural Sciences of the Republic of Belarus. 

2002–2003 – Advisor to the Presidium of the National Academy of Sciences of Belarus. 

Since 2003, he has been involved in teaching at universities, and since 2004, he has been the head of the Department of Economic Theory and Law at the Belarusian State Agrarian Technical University. 

His main areas of scientific research include improving the efficiency and competitiveness of Agro-Industrial Complex sectors and enterprises, enhancing the organizational and economic mechanism for the functioning of the vegetable product subsector, developing food markets, and advancing agricultural cooperation and agro-industrial integration. 

He has substantiated priority factors for intensifying vegetable and fruit production, conceptual provisions for the territorial distribution and specialization of these sectors, the creation of specialized commercial production of vegetables and fruits, and pricing mechanisms for fruit and vegetable products. 

He has developed models of organizational and managerial structures in regional vegetable and fruit subsectors at the district and city levels. He has substantiated a system of integrated economic (production) management of the vegetable and fruit subsector of the republic's Agro-Industrial Complex, based on horizontal-vertical production and marketing cooperation in the form of a republican production association of a cooperative type. He has formulated principles and forms of state regulation of market relations in the vegetable and fruit subsector. 

Published over 120 scientific works, including 5 monographs as a sole author.
