Director of the institute in 1975–1985.

During this period, the institute was a major center of agroeconomic science. It was the parent organization of the Republican Scientific and Economic Association for Agriculture, which included the Republican Head Information and Computing Center and the Belarusian Republican Center for the Scientific Organization of Labor of the Ministry of Agriculture. The development of theoretical and applied agrarian and economic problems of national economic importance was carried out. For the first time in the country, territorial production agricultural associations were created based on the methodological developments of the institute.

BelNRIEOA was characterized by: theoretical research, connection with practice, experimental verification of methods and recommendations, and their widespread introduction into production. Comprehensive developments were carried out on the specialization and concentration of agricultural production in the context of the administrative regions of the Republic.

The special role of N. F. Prokopenko played in developing the problem of labor and product quality both on the scale of the former USSR and the CMEA countries. N. F. Prokopenko created a theory of labor quality, a theory of formation, and management of product quality. The Institute’s achievements in this area were recognized at the all-Union level: by the Ministry of Agriculture of the USSR and the USSR State Committee for Science and Technology. The institute was approved as the lead institution for developing the problem of quality in agriculture of the USSR. Under the leadership of N. F. Prokopenko, over 50 research institutes and other scientific organizations of the USSR worked on the development of the quality problem. Being the leader in the Republic in the development of agricultural systems, the institute ensured the development of 52 sectoral technological regulations, that is, for almost all types of agricultural products and all processes and operations for their production.

In 1986–1989 an integrated system for managing the quality of labor and products in an agricultural enterprise was created. In 1987, it was approved and recommended for publication for collective and state farms of the country, and later approved by the State Standard of the USSR. A methodology for standardizing technological processes in agricultural production has been developed. More than 40 industry standards have been created and approved. The results of research on an integrated system of labor and product quality management were effectively applied in agricultural enterprises in many republics of the former USSR.
