 The material was reviewed by the Scientific Council of the Institute of Economics of the National Academy of Sciences of Belarus and recommended for publication (Protocol № 18 of October 31, 2005).

 The domestic and foreign experience of reforming land relations is described; a method has been developed for establishing the normative price of land, the amount of rent and land tax rates, taking into account the cadastral valuation and capitalization of rental income; investigated the size of the main segments of the land market and possible receipts of additional funds during its functioning; proposals were developed for the rational use of low-productivity and improving the efficiency of reclaimed agricultural land.
