Possible solutions for the further development of commitments related to state support of agriculture in the EAEU. P. 3–10

 

The article considers the shortcomings of the legal framework of the Eurasian economic Union in force related to state support of agriculture, proposals for their elimination as well as further development of obligations taking into account building of joint agro-industrial policy are formulated. The approaches to clarify the procedure for calculating of price support and the differentiation of the effects of support measures for agriculture and other economic activities are outlined, the criteria for classifying support measures as import-substituting are proposed. The article presents appropriate solutions to limit support, which have a distorting effect on mutual trade, coordinated application of measures of agricultural protectionism. The results of the research were reported on April 3, 2019 at a meeting organized by the Eurasian Economic Commission roundtable «Improving the efficiency of agricultural subsidies in the common agricultural market of the Eurasian Economic Union» (Moscow), which was attended by representatives of the ministries of agriculture, public organizations, scientific and educational institutions of the EAEU member States, as well as FAO.

Scientific theories and foundations of the formation of the export potential of the agri-food sector. P. 11–22

 

The article examines the main scientific theories of the export of goods (protectionism, classical economic theories, free trade, modern international theories of economic integration). Theoretical and methodological approaches to the definition of the essence of the category «export potential» in the agricultural sector are substantiated. The structure of the economic potential of the agri-food sector is determined and the basics of forming its export component (goals, objectives, principles, functions) are summarized.

Methodical approaches to economic assessment of the quality management effectiveness of agricultural products. P. 28–34

 

Approaches to assess the economic efficiency of the quality management of agricultural products, based on the determination of its value depending on the quality and trends of its change are proposed. Its allows to determine additional income or lost profits, as well as damage due to the production of products that do not meet the established requirements.

Institutional aspects and directions of development of agricultural land leases in the Republic of Belarus. P. 35–41

 

 

The article examines the institutional aspects of the lease of agricultural land, analyzes the dynamics of land distribution by ownership and types of land rights in the context of the land fund, agricultural organizations, peasant farms and citizens of the Republic of Belarus, studied the structure of the division of leased land by land users in the country, identified promising areas for further development of rental relations.

Development of beef cattle farming in EAEU. P. 42–49

 

Beef contains a lot of useful ingredients necessary for the composition and metabolic activity of the humans and maintenance of the immunity. This is the kind of meat consumed by all segments of the population and all religious groups. The development of beef cattle farming in the member States of the Eurasian economic Union (EAEU) is great economic and social importance, providing the population by meat, employment as well.

Waste from the processing of livestock and poultry in the feeding of fur animals. P. 50–56

Preparation of feed for fur animals is one of the most important and responsible processes. Especially it becomes relevant in recent times, when there is a rapid change of the forage base. Replacing the traditional feed in rations of fur-bearing animals included perishable waste productions. In article the basic methods of processing of biological waste in feed for fur animals. One of these techniques is a mixture consisting of extrusion of feed: feed plant and animal and vegetable group. The resulting product, as a full-fledged forage or fodder additives is introduced into the diet of mixes for feeding fur animals.

The legislative and regulatory support of activities of the Commodity Credit Corporation in the United States of America. P. 57–68

 

The historical preconditions for the emergence of state corporations in the United States have revealed. The experience of the functioning of state corporations on the example of the Commodity Credit Corporation (TCC) has studied. The organizational and regulatory features of TAC functioning have analyzed. The powers and terms of reference that are vested in the TTC in accordance with the US legislative field have identified. The notion of the characteristic features of the legal environment in which the CCC functions has expanded. The main activities of the CCC have established. The management system of the corporation has represented. The key areas of state support for agricultural producers in the US, which are implemented through the CCC have identified, namely: income support and assistance in the event of natural disasters, lending and soil conservation programs, food aid, foreign market development, export credit. The conclusions that there are no structures similar in scope to CCC’s functions and powers in Ukraine, as well as throughout the post-Soviet space, have made. The USA experience in creating state corporations in the post-Soviet space, in particular in Ukraine, has proposed to be implemented.
