Director of the institute in 1956 – 1969.
During the leadership of I. M. Kachuro, the institute acquired stability and fame and became an integral part of the system of scientific organization of agriculture. I. M. Kachuro made a significant contribution to the development of agrarian economic science, united scientific agricultural economists to solve problems of developing the productive forces of Agro-Industrial Complex taking in account the requirements of its time.
Under his leadership, instructions were developed on scientifically based farming taking into account the soil and climatic conditions of the regions, important research work was carried out to rationalize the structure of sown areas, and recommendations were developed and approved by the Ministry of Agriculture of the BSSR on the use of wages on collective farms, on the implementation intra-farm accounting. A system of remuneration for management personnel on collective and state farms and a number of other scientific developments have been developed and approved by the government.
The institute began to publish a collection of scientific works (since 1972 – Economic issues of agricultural development of the Belarusian SSR. Cross sectoral subject collection), as well as recommendations on the most important problems of organizing agricultural production.
In the 1960s, the institute developed comprehensive measures and efforts to increase agricultural production on collective and state farms, locate production and deepen its specialization, optimal structure of sown areas, and transition to scientific farming systems.
