In 1994, the Belarusian Research Institute of Economics and Information of Agro-Industrial Complex was formed on the basis of three institutions: the Belarusian Research Institute of Economic Problems of Agro-Industrial Complex, the Belarusian Research Institute of Information of Agro-Industrial Complex and the Belarusian Design and Technological Institute of Automated Control Systems of Agro-Industrial Complex. The new director faced many tasks: along with the liquidation of three previous institutions and the formation of a new institute, it was necessary to configure the united team to develop and solve completely new pressing problems.

During the period of his leadership and under his scientific leadership at the institute, V. G. Gusakov prepared fundamental scientific monographs on the effective organization and management of Agro-Industrial Complex, taking into account the strengthening of international and regional trade and economic integration, almost all mechanisms and models for reforming the Belarusian Agro-Industrial Complex were developed, recommendations to increase the efficiency and competitiveness of the country's agricultural complex were tried, tested and implemented, Agro-Industrial Complex was transferred to a program basis.

Developed and implemented with the participation of scientists of institute, State programs for reforming Agro-Industrial Complex laid the foundation for large-scale state reforms of the agrarian complex, made it possible to overcome deep contradictions in the search for ways of reform, prevented the downfall and breakdown of large commodity production into small peasant farms, and provided an opportunity for the development of economic diversity forms, but primarily rehabilitated large-scale agricultural organizations and enterprises.

For the first time in the entire history of the existence of agrarian economic science in Belarus, a council for the defense of doctoral dissertations has been created at the institute. The publishing house of the scientific journal «Agroeconomics» was organized (1995), subsequently renamed «Agrarian Economics», as well as the publication of scientific research in two thematic series – «Scientific principles for regulating the development of Agro-Industrial Complex: proposals and implementation mechanisms» and «Food security of the Republic of Belarus.»

The institute was the coordinator and lead executor of the State Scientific and Technical Program «Economics of  Agro-Industrial Complex» (1996–1998) and the «Economics of  Agro-Industrial Complex section of the State Scientific and Technical Program «Agro-Industrial Complex» (1998–2000; 2001–2005). ); executor of fundamental research topics on strategic tasks of agroeconomics, as well as co-executor of sections of Agro-Industrial Complex economics for other State scientific and technical programs (headed by V. G. Gusakov). He united and coordinated the research activities of all scientific departments of agro-economic profile existing in Belarus (departments of agricultural universities, departments of experimental stations, etc.).

The main scientific results obtained at the institute during this period:

1996 – State program for reforming Agro-Industrial Complex: main directions (approved by the Cabinet of Ministers of the Republic of Belarus);

1996 – Scientific foundations for the long-term development of Agro-Industrial Complex of the Republic of Belarus (approved by the Scientific Council of the institute);

1998 – Standards for labor and material costs for business planning and implementation of cost accounting in agricultural enterprises (approved by the Ministry of Agriculture and Food);

1999 – Forecast of socio-economic development of Agro-Industrial Complex of the Republic of Belarus until 2015 (approved by the Scientific Council of the institute); Concept and Program of Food Security of the Republic of Belarus (approved by resolutions of the Ministry of Economy and the Ministry of Agriculture and Food);

2000 – Recommendations for reforming collective farms into market structures (adopted by the Ministry of Agriculture and Food); Recommendations for the transformation and restructuring of state-owned agricultural enterprises on the basis of privatization (adopted by the Ministry of Agriculture and Food); Republican program for increasing the efficiency of Agro-Industrial Complex for 2000–2005. (approved by the Council of Ministers of the Republic of Belarus); Economic principles of development and effective functioning of Agro-Industrial Complex of Belarus: collective monograph (approved by the Scientific Council of the institute); A short reference book of standards for labor and material costs for agricultural production (approved by the Ministry of Agriculture and Food);

2001 – Program for improving Agro-Industrial Complex of the Republic of Belarus for 2001–2005. (approved by Decree of the President of the Republic of Belarus);

2002 – Guidelines for reforming agricultural enterprises (approved by the Scientific Council of the institute and adopted by the Ministry of Agriculture and Food); Educational methodological and practical manual: Reforming Agro-Industrial Complex (approved by the Ministry of Education by decision of the Council of Ministers of the Republic of Belarus); Directory of standards for labor and material costs for farming (approved by the Ministry of Agriculture and Food);

2003 – A set of measures to improve the efficiency of agro-industrial production: collective monograph (approved by the Scientific Council of the institute);

2004 – Stabilization of the development of agro-industrial production: monograph (approved by the Scientific Council of the institute);

2005 – Recommendations on the organization of peasant (farm) enterprises (approved by the Ministry of Agriculture and Food); State program for rural revival and development for 2005–2010. (adopted by Decree of the President of the Republic of Belarus).

In addition, the following laws were developed and submitted for consideration to the Ministry of Agriculture and Food and the National Assembly of the Republic of Belarus: On state regulation of Agro-Industrial Complex; On agricultural cooperation; On the adaptation of agricultural enterprises to market conditions (which was subsequently adopted by the country's Parliament as the law «On the reorganization of agricultural organizations»). Substantial proposals have also been made to the draft Code of the Republic of Belarus on Land.
