N. T. Bobkov was born on May 4, 1908 in the family of a railway worker at the siding №21 of the Belarusian Railway. Higher education. He graduated from the Institute of Soviet Construction and Law in Minsk in 1934 with a degree in law.

In 1935–1954 served in the Soviet Army in the military prosecutor's office in various officer positions. He was transferred to the reserve with the rank of lieutenant colonel. From 1969 to 1978 he worked at the Belarusian Research Institute of Economics and Organization of Agriculture as deputy director for production.

Participant of the Great Patriotic War. For military services, N. T. Bobkov was awarded the Order of the Red Star and medals «For the Defense of Leningrad», «For Military Merit», «For Victory over Germany in the Great Patriotic War of 1941–1945», «30 Years of the Soviet Army and Navy», «In memory of the 250th anniversary of Leningrad», «20 years of Victory in the Great Patriotic War of 1941–1945.»
